Do I Need a Permit to Put a Skip on the Road?

Everything you need to know about skip permits in the West Midlands — when you need one, what it costs, and how we handle the whole process for you.

The short answer

Yes, you need a skip permit (officially called a skip licence) to place a skip on any public road, pavement, or verge in the UK. If the skip is going on your own driveway or private land, no permit is needed. In the West Midlands, permits range from £12.40 to £75 depending on your council area.

✓ No permit needed

  • Your driveway
  • Your garden
  • Private land you own or control
  • Commercial premises

! Permit required

  • A public road
  • A pavement or footpath
  • A grass verge (council-owned)
  • Any public highway

How this affects your booking: When you book online, we ask where the skip will be placed. If it’s going on your driveway, you can complete the booking straight away with prices shown upfront. If it needs to go on the road, you’ll be asked to fill in a permit request form — we handle the council application and come back with one price covering the skip and the permit together.

How much does a skip permit cost in the West Midlands?

Permit costs vary significantly between councils — even neighbouring boroughs can charge very differently. Here’s what the five main West Midlands councils currently charge:

Council area Permit cost Duration Notes
Sandwell
Tipton, West Bromwich, Oldbury
£48 Up to 10 days £30 per additional 10-day renewal
Birmingham £42 Per week
Wolverhampton From £12.40 Per day
Dudley £50 / £75 Standard / short notice Short notice = fewer than 5 working days
Walsall From £12.40 Per week

Prices sourced from each council’s website. Rates may change — when you request a permit quote from us, we confirm the current cost for your specific location.

As you can see, a skip placed on the road in Dudley at short notice can cost six times more in permit fees than the same skip in Walsall. If you’re not sure which council area your property falls in, let us know your postcode when you get in touch and we’ll check for you.

What happens if you skip the permit?

Placing a skip on a public road without a permit is a criminal offence under the Highways Act 1980. Councils can — and do — enforce this.

In Sandwell, a retrospective licence (applied after the skip has already been placed) costs £230. Nationally, fines for an unpermitted skip can reach up to £1,000. The council can also require immediate removal at your expense.

It’s worth noting that in most West Midlands boroughs, residents cannot apply for a skip permit directly — it has to be done through a registered waste carrier. That means the responsibility sits with your skip hire company. When you book through Bloomfield, we handle the application, so this isn’t something you need to worry about.

How long does a skip permit take?

Most councils need between 3 and 7 working days to process a skip permit application. Dudley charges more for applications made with fewer than 5 working days’ notice, so planning ahead saves money as well as hassle.

Planning tip If you know your skip will need to go on the road, get in touch with us as early as possible. We factor the permit processing time into your delivery schedule, so the skip arrives after the permit is approved — not before.

Can I put a skip on the pavement outside my house?

Only with a permit. Pavements, footpaths and grass verges are classed as public highway — the same rules apply as for a road. The permit application process and cost are the same regardless of whether the skip sits on the carriageway or the pavement.

If you have a dropped kerb and a driveway, placing the skip there avoids the permit entirely. For customers without a driveway, a road or pavement permit is the only option — start your booking and the permit request form will appear when you select road placement.

Where can’t you put a skip, even with a permit?

Councils can refuse a permit application if the proposed location creates a safety issue. Common reasons for refusal include:

  • Too close to a junction, roundabout or pedestrian crossing
  • On a bus route or near a bus stop
  • In an area with parking restrictions or resident permit zones
  • Near a fire hydrant or emergency access point
  • On a narrow road where the skip would block emergency vehicles

If you’re unsure whether your chosen spot will be approved, give us a call on 0121 568 8687 before booking. We deal with these applications every day and can usually tell you straight away whether a location is likely to be accepted.

Safety requirements for skips on the road

Any skip placed on a public road must meet specific legal requirements. These aren’t optional — a skip without proper markings can be removed by the council:

  • The skip must be placed parallel to the kerb, not at an angle
  • Reflective markings and chevrons must be visible on all corners
  • Amber lights are required during the hours of darkness
  • The skip must not obstruct sightlines for other road users or pedestrians

All Bloomfield skips come with the required reflective markings as standard. If your skip is being placed on the road, we make sure it meets every requirement before the driver leaves.

How Bloomfield handles skip permits

The booking process depends on where the skip is going:

Either way, you start in the same place — choose your skip online. During the booking, we ask where the skip will be placed. What happens next depends on your answer:

Driveway or private land? You’ll see the price upfront, choose your delivery date, and complete the booking in a couple of minutes. No permit needed, nothing else to arrange.

On the road? The booking switches to a permit request form. Fill in the details and we handle the rest — we apply to your council, wait for the approval, and come back with a single quote covering the skip hire and the permit fee together. One price, no surprises, no dealing with the council yourself.

Not sure? Call us on 0121 568 8687. If there’s any chance the skip could go on your driveway instead, we’ll tell you — it saves the permit cost and keeps the booking instant.
